Despite the complex and tragic circumstances afflicting the region, the UN's twenty-eighth Conference of the Parties (COP 28) on Climate Change is scheduled to be held in Dubai this year between the 30th of November and the 12th of December 2023. In this context, the Arab NGO Network for Development organized an expert meeting, in person and online, on 25 and 26 October 2023 to discuss the issues raised in COP and elaborate a position from civil society's perspective. Following the expert meetings a position paper was prepared by Habib Maalouf.
