Climate Justice in Egypt: Focus Group Discussion Outcome Report

Port Said, Egypt | 23 June, 30 June and 21 July 2026 | 41 Participants

This report presents the outcomes of three focus group discussions on climate justice in Egypt, coordinated by the New Woman Foundation in collaboration with the Arab NGO Network for Development (ANND). Bringing together civil society representatives and stakeholders, the discussions explored how climate change intersects with social inequalities, human rights, livelihoods and public policies, while identifying priorities for more inclusive climate action.

About the Discussions

Three focus group meetings were held in Port Said on 23 June, 30 June and 21 July 2026, bringing together a total of 41 participants. The discussions provided a participatory space for examining climate justice from the perspectives of civil society and communities affected by environmental and socioeconomic challenges.

The meetings were organized under the project "Strengthening Inclusive Civil Society Action in the Arab Region Towards Achieving Climate Justice", coordinated by ANND. They contributed to identifying national priorities, exchanging experiences and strengthening the foundations for a Community of Practice on climate justice.

Through participatory discussions, participants explored the structural causes of environmental injustice, challenges in climate governance, and opportunities for strengthening civil society engagement in national climate policies.

Key Issues Explored

The outcome report highlights several interconnected dimensions of climate justice in Egypt:

• Climate justice and social inequalities: The unequal impacts of climate change on different communities, particularly women, low-income groups, persons with disabilities and other groups facing heightened vulnerability.

• Water resources and agriculture: Challenges related to water quality and access, agricultural livelihoods, small farmers, sustainable farming practices and the protection of natural resources.

• Workers' rights and social protection: The effects of rising temperatures and environmental pressures on working conditions, occupational safety and livelihoods, and the importance of protecting workers through inclusive climate and social policies.

• Environmental pollution and local ecosystems: Issues related to waste management, pollution, fisheries, urban environments and green spaces, and their implications for public health and livelihoods.

• Climate governance and public policies: Gaps between national climate strategies and their implementation, limited participation in decision-making, and the need for stronger transparency, accountability and coordination.

• Civil society participation and advocacy: The importance of strengthening access to information, community participation, knowledge exchange and evidence-based advocacy to influence climate policies and advance environmental justice.

Towards Inclusive Climate Policies

The discussions highlighted the need to address climate change not only as an environmental challenge, but also as an issue of rights, equality and social justice. Participants drew attention to the importance of considering the experiences of communities facing disproportionate climate impacts and integrating their needs into public policies.

The report also underscores the role of civil society in connecting local realities with national policymaking, promoting accountability, and advocating for climate responses that take into account social protection, sustainable livelihoods and the participation of marginalized groups.
